You need to have self-hosted wordpress blog so you can upload it to your webhost. I don’t think there is a way to do it on wordpress.com The plugin is free though

Hi there! I am a wordpress.com user and I wonder if I could get that Adsense plug-in too? How did you do it? Did you pay extra for that?

The plugin is free though
